Object of research: organizational and legal culture in public administration. Purpose of research: giving scientific grounds for organizational and legal culture formation in central executive powerful authorities. Methods: of analysis and synthesis, modeling, analogy; historical, systemic and situational approaches. Results: the grounds are given for the theoretical and methodological principles of organizational and legal culture formation. Novelty: the notion of organizational and legal culture in management is defined. The results of the research have been applied in the activity of the Ministry of Emergency Cases of Ukraine while organizing their legal activity. Sphere of usage: public administration, public servants' training and retraining.
