Object of research: process of local holding management. Purpose of research: giving theoretical grounds for the mechanism of local holding management improvement. Methods of research: logical and semantic, comparative, generalization and comparative analysis, sociological research, structural and logical modeling. Results: the set of notions in the sphere of local holding management has been enlarged, the approaches to defining priorities in satisfying population's needs have been grounded. Novelty of research: the mechanism of local holding management improvement has been theoretically grounded, its normative and legal provision have been theoretically supported. The results have been implemented while elaborating the Program of Reforming Communal Holding in Severodonetsk. Spheres of usage: public administration, local self-government, public servants' training and retraining
