Sidorenko V. Forming of a mechanism of realization of the citizen's rights through local self government

Object of research - activity of bodies of a local government. The purpose of research - development of mechanisms of realization of the rights of the citizens through a local government on the basis of modern information technologies. Methods of research - analysis and synthesis, induction and deduction, comparative characteristics, economic and mathematical, historical and logic analysis, economic and statistical, biographical interrogation, ordering, generalizations, system and situation approaches. The practical significance of the received results consists in construction of Ukraine of mechanisms of realization of the rights of the citizens through a local government theoretically justified and adapted to real conditions. The scientific novelty of the received results is that for the first time mechanisms of realization of the rights of the citizens through a local government which contain social, economic, technological and legal components are developed; the factors influencing information aspects of interaction of the citizens with bodies of a local government are established. The mechanisms of operative reception and processings of the information acting from the citizens to bodies of a local government, which are directed on maintenance of influence of the citizens on process of acceptance of the decisions, concerning to realization of the rights; the methodical approaches under the account of opinions of the citizens by bodies of a local government at acceptance of the decisions concerning to realization of their rights realized through indirect sharing of the citizens in distribution of means of the local budgets; an information infrastructure of realization by the citizens of the rights through bodies of a local government according to the Ukrainian realities of development of information and communication sphere containing items of collective access to bodies of a local government, сервер of analytical processing of the information, expert system, geoinformation card of support of acceptanceof the administrative decisions are advanced. The technological, legal and social directions of intensification of realization by the citizens of the rights through bodies of a local governments directed on creation of conditions to natural integration of decentral local information systems to the mechanism of state management through bodies of a local government have received the further development.
