Koltsova D. Bodies of the population's self-organization in the system of local self-government

Object of research - activity of bodies of the population's self-organization in system of local self-management. The purpose of research - scientific substantiation of new roles and functions of activity of bodies of the population's self-organization (BPS), development of directions of their perfection on improvement of local services and acceptance of the administrative decisions on development of territorial formation. Methods of research - system, statistical and economic analysis, sociological. The practical importance of the received results consists in development of concrete directions of perfection of activity BPS with the purpose of improvement of quality of local services and acceptance of the administrative decisions. The scientific novelty of the received results is, that for the first time new roles and the functions BPS in system of local self-management are determined and scientific reasonable. The concept "a bodies of the population's self-organization", with which last is defined asa body of territorial public self-management of the population in a place of its residing intended for the decision of questions of local importance; definition of principles of activity BPS in modern conditions are advanced. The characteristic of features of creation and functioning of the new forms of self-organizing of the population - association of co-owners of condominiums; revealing of essence of a present stage of development of local self-management and BPS in Ukraine; directions increase of a level of participation BPS in improvement of quality of local services, in acceptance of the administrative decisions on development of territorial formation, increase of a level of communication BPS with the perspective programs, plans, strategy of development of territorial formation, orientation of bodies BPS on granting of the social help and social services to the population, increase of a role and place BPS during the decision of sharpest problems of territorial formation and maintenance of social needs of the citizens, distribution of cooperation with public organizations and their associations, bodies of authority and local self-management; the ways of perfection of organizational, economic, normative, legal and social mechanisms of activity BPS have received the further development.
