Zaharchenko A. Economic competence of municipal state administration

Object of research: complex of public relations to forming and realization of competence of municipal state administrations in an economic sphere. Purpose of research: development of new theoretical positions on maintenance to economic competence of municipal state administrations, preparation of suggestions on improvement of legislation, determining such competence. Methods of research: formal-logical, historical, system-structural, analysis and synthesis, comparatively-legal. Theoretical meaning consists in deepening and improvement in science of economic right for theoretical developments and legislation on economic competence of municipal state administrations. Practical meaning: the results on research can be drawn in practical activity of municipal state administrations, at development and improvement of legislation, determining economic competence of municipal state administrations and regulative relation, related to its realization; used Center of initiations of bill at the Donetsk regional soviet at preparation of projects of laws of Ukraine, at teaching of educational discipline "Economic law". Scientific novelty: the author has formulated the definition and main characteristics of economic competence of given administrations. The general directions of improvement of legislation about economic competence of the administrations have been suggested. The given competence has been specifically researched as to the formation and liquidation of undertakings, planning, regulation and exercising control in the sphere of economic activity. On the basis of this research the author has drafted proposals as to the specification and extension of the competence of the administrations in the scrutinized fields of activity. The issues of realization of economic competence by municipal state administrations have been explored. Author has specified the main factors which influence the effectiveness of such realization. Sphere of use: the subjects of initiation of bill, municipal state administrations at application of legislation about economic competence, higher educational institutions.
