The thesis makes an integrated study of state power bodies' policy concerning mass media in Ukraine, examines its institutional, political-legal and functional aspects. Researches the problem of interaction efficiency in the system of "state power - mass media" from the point of view of democratic standards. Correlation of freedom of speech and political censorship in modern Ukraine are defined. It was analyzed transparency level and democracy of state policy towards mass media.
