Essay

The object is the aggregate of public relations, regulated by the norms of constitutional and administrative right for, which determine plenary powers of national parliament of Republic Tadjikistan in the system of state power, based on principle of division and balance of branches of power. The objective is a scientific-theoretical justification of the development of parliamentary power in modern Tadjikistan as a basic institute of democratic representation, determination of character of problems with which clashes parliamentary power in the conditions of becoming of an independent secular state. The methods are analysis of right, structurally functional analysis, use of both theoretical and empiric material (statistical, current and archived data). The newness is that the conceptual states of the development of parliamentary power as an integration factor of the system of state administration are formulated. The results are that the evolution of parliament as an institute of people's representation and sovereignty is been revealed and characterized; positive experience of state administration in the conditions of becoming of an independent secular state is been generalized; the peculiarities of functioning and an international activity of the parliament of an independent Tadjikistan are investigated.
