Essay

The dissertation deals with the complex investigation of legislative, theoretical, practical problems at the activity connected with public welfare of inhabited settlements. The main steps of social relations development at the public welfare sphere are analyzed, the public authority competence in planning and organization of public service is considered. The interaction characteristic of competent bodies is given. The conclusions and suggestions to raise the efficiency of administrative-legal regulation and public welfare enforcement are formulated.
