Karabin T. The Correlation of the Local Bodies' Executive Power Authorities and Self-governing Bodies: Theoretical and Practical Questions.

The thesis deals with the complex analysis of theoretical and practical aspects of correlation between the public local bodies' authorities. The dissertation reveals the matter and significance of "competence" and "authority" categories, the existing juridical ways of the correlation between the authorities of the explored bodies' establishment are determined. The research explores the significance of authorities separation in the context of their correlation. The conception and characteristics of the principles and criteria, which should be put into the discrimination of the mentioned bodies' authorities has to be based on, are substantiated and dealt with. The author's vision of the problem questions in the correlation of the the public power local bodies' authorities is revealed and its systematization is carried out. The recommendations aimed at improvement of analyzed correlation are defined and proved.
