The scientific degree paper contains an analysis and general conclusions with respect to political forecasting theory and a substantiation of the need for its practical application on the public administration and global management levels, which applications will increase considerably the efficiency of modern society's operation. The paper investigates the specifics of scientific and practical understanding of political forecasting. It substantiates the idea that involving political forecasting in public management and public-administration decisions is a guarantee of solving the problems of State formation, primarily in transition societies. Direct correlation between qualitative changes in the development of a civilization and effective public administration decisions has been proven. The paper also analyses evolution of modern scientists' insights into methods and means of overcoming civilization antagonisms, ranging specifically from research efforts within globalistics to alternativistics. The author investigates the role of global political forecasting in discovering trends in global social and political development.
