The dissertation contains a complex analysis of theoretical and practical matters in connection with administrative and legal regulation of nature protective and nature resource parts of ecological activity. Historical investigation of formation of the modern state bodies of management in the branch of protection the natural environment and rational exploitation of natural resources are carried out in the dissertation. The following matters are worked up in the thesis: "natural resources"; "rational using of natural resources"; "management of natural environment protection"; "nature exploitation management"; "functions of state management of natural environment protection and rational exploitation of natural resources", etc. The analysis of current legislation of natural protection, natural resource and administrative legislation practice of administrative and legal regulation of nature protection and nature resource activity is carried out in the thesis. On these grounds are defined the main tendencies of regulation the legal relations in the branches of investigation, are worked out scientific and practical recommendations of improving the administrative and legal regulation of nature protective and nature resource activity by means of carrying in the corresponding changes to current laws and sublaw acts and adoption of new legal acts. The Institute of administrative and legal responsibility is analyzed and are defined the ways of its improving through the acceptation of corresponding legal acts and carrying in changes to acting acts.
