The thesis is devoted to the research of political-law aspect of philosophy and activity of crimean-tatar people educator of the end of XIX - beginning of XX century I.Gasprinskiy. His law views are systematically expounded and division into periods of the main stages of his civil and political activity is proposed for the first time in this work. Also the political portrait of Gasprinskiy as one of the leaders of liberal movement of Crimean tatars and other Turkey-Moslem peoples of Russia (from 1905) is represented here.
