Essay

The thesis is dedicated to the solution of problems concerned with the estimation of Quality Management Systems (QMS) of enterprises and as well as to the development of scientifically stipulated normative-methodical principles with the same purpose. The influence of QMS implementation and certification on the quality of production manufacturing and the general enterprise activity is researched, the tendency of its technical and economical indicator improvement is confirmed. It is assigned to perform QMS estimation, effectiveness and efficiency on the basis of QMS process complex estimation. It is proposed to determine the preference of QMS process within the period of its estimation (according to the mission and purposes in the quality area), to provide the development of correcting and preventing actions and their in time implementation, according to importance and with taking into consideration available expenses. The estimation of QMS process and enterprise functioning is proposed to be performed according to the developed estimation scales with taking into account determined conditions. The developed technique of QMS enterprise functioning effectiveness and efficiency estimation enables us to qualitate and stipulate the conclusions as to the effectiveness and efficiency of the QMS processes and enterprise in general, to develop in time correcting and preventing actions that finally will provide permanent QMS improvement, production quality and competitiveness of the whole enterprise. The model of process management with the usage of the process controlled indicator system is developed and realized. The technique of "The estimation of QMS providers" according to ISO 9001-2000 requirements is developed and implemented. It is determined that for complete reflection of input provision quality, we should make calculations of its efficiency, effectiveness, flexibility and stability, determining unit, complex and integral quality indicators.
