Essay

The thesis is a research of the history of formation and development of municipal police in Russian empire in the second part of XVIII – the beginning XX century on the materials of one of the biggest industrial, economical and cultural centres of Southern Ukraine – the town of Odesa. On the base of a vast number of sources the stages of foundation and formation of municipal police bodies of Odesa were analyzed. The peculiarities the specialities of compiling of normative – legal base and it's practical application were highlighted; the reasons, advancement and legal consequences of 1876 general Russian reform police were analyzed; peculiarities and differences in the activity of Odesa municipal police were looked through; the order of formation of staff timetable, financing and administrative activity of Odesa municipal police were determined. In the thesis the functions of municipal police, activity of some of it's subunits are analyzed. For the first time on the level of monographic research there were researched into the formation and development of Odesa municipal police, as a separate law -enforcement system, that was input as an experiment in the second half of XIX – at the beginning XX century. In this thesis those aspects of organization and activity of Odesa municipal police, that have not lost their actuality in the present time and may be taken into account in the process of reforming of the modern law-enforcement system of Ukraine were emphasized
