The dissertation deals with the complex examination of the problems concerning the organization and carrying-out the financial control in the sphere of inter-budget relations. The essence, content and peculiarities of the inter-budget control and its place in the common system of financial control are determined. The characteristics of the object and subject of the inter-budget control are given, the state bodies power in the sphere of inter-budget relations are analyzed, the forms and systematic methods are characterized. The types of crimes committed in the sphere of inter-budget relations are defined. The proposals as for the improvement of the legislation in the sphere of financial control are offered.
