Essay

An object of research is a system of the organizational and economic attitudes, which substantially define essence of recreation-tourist natural usage as socio-economic phenomenon and process of sustainable development of objects of natu-ral-economic complex recreation and tourism natural potential. The purpose - de-velopment of theoretical, methodical and practical rules concerning improvement of recreation-tourist natural usage stimulation mechanisms as making systems of organisational-economic mechanisms of management and increase of efficiency of this sphere natural usage. Methods: the system analysis; the economic-statistical analysis; an axiomatic method; the microeconomic analysis. Novelty: for the first time - the theoretical substantiation of concept "stimulation of recreation-tourist natural usage" is given; the model of complex interaction of stimulation recreation-tourist natural usage mechanisms as two-components system of regulation tools and levers on the state and market part concerningmaintenance steady recreation-tourist natural usage is proved and offered. Results - development and deepening known and substantiation of new theoretical and methodical rules, which in a complex define conceptual bases and organisational-methodical base of stimulation recrea-tion-tourist natural usage mechanisms. Is introduced - offered principles steady recreation -tourist natural usage and the offers on improvement of the stimulation recreation -tourist natural usage mechanism are used by development of the project of Concept of development of tourism in Odessa-city for 2007-2015 years project, and by preparation of the projects of strategic decisions of regional and state levels concerning activization of modern resource and ecological politics in Ukraine.
