Dankevych S. Scientific principles of the financial and economic mechanism of balanced use of forestry lands (on the example of Maly Polissya)

The dissertation formulated the scientific principles of the financial and economic mechanism of the balanced use of forestry land, which made it possible to solve an important scientific and applied problem ensuring the balanced use of forestry land, which is a key factor in environmental security and socio-economic development of regions, and deepened the content of definitions according to the topic research. The foreign experience of the functioning of instruments of the financial and economic mechanism of the balanced use of forestry lands was analyzed. The current state and trends of improvement of the financial and economic mechanism of the use of forestry land of the Small Polissia of Ukraine are studied. Factors conducive to ensuring the balanced use of forestry land in accordance with the expected state of forest ecosystems have been identified. It is proposed to assess the level of balanced use of forestry land in each region taking into account such significant indicators as ecological balance and socio-economic balance. Based on the results of the evaluation of the relationships and changes in indicators, the need to take into account both national interests and various interests of interested parties with an orientation towards balance is substantiated. The author's approach to theoretical-methodological approaches and methodological provisions regarding the formation of an algorithm for the implementation of the financial-economic mechanism of the balanced use of forestry land is proposed, the resulting impact of which is aimed at harmonizing ecological, economic and social components. Theoretical approaches to the formation of a system of principles of balanced forestry land use are proposed, which allow to reconcile the diversified interests of producers with the ecological and socio-economic demands of society; theoretical approaches to the organizational and economic management of forestry lands, which differ in the comprehensive use of an integrated system of tools of the financial and economic mechanism of the balanced use of forestry lands. The strategic imperatives of the financial and economic mechanism of the balanced use of forestry land are determined. On this basis, priorities for improving the institutional environment of the functioning of the financial and economic mechanism of the balanced use of forestry land are proposed. The prospective directions of the transformation of the financial and economic mechanism of the balanced use of forestry land under the influence of the COVID-19 pandemic are substantiated.
