Essay

The dissertation researched the theoretical and methodological aspects of ecological and economic bases of the development of the agricultural sector in frontier territories taking into account various factors of its development and the revealed content of definitions of cross-border cooperation in the agricultural sector of the economy of border areas. The importance of rational use of natural resources and preservation of environmental protection as one of the components of ecological, economic, and social agro-ecological security in the conditions of cross-border cooperation proved. It is determined essence of ecological and economic bases of development of the agricultural sector in the conditions of cross-border cooperation as the process of streamlining of ecological and economic cooperation that defines restrictions for subjects of the agricultural economy, and also prevention of ecological threats to the environment by transitioning to the rational use of nature, preservation of agroecosystems with the use of organizational and economic mechanism and appropriate blocks of tools and levels. Developed and scientifically substantiated information support of components of ecological and economic aspects of the development of the agricultural sector of the economy in the conditions of cross-border cooperation, such as accounting-analytical information, planning-forecast information, normative-reference information, operative-technical. Information support, in contrast to the current one, provides a system of monitoring environmental indicators, development of new and improvement of existing cadastres of natural resources, development of automated databases on the nature management system, reference agroecological information issued by authorized state authorities, local governments, NGOs, research institutions, as well as archival data on the state of the environment in the border and cross-border areas of the regions. Methodological approaches to the research of ecological and economic principles of agricultural sector development had developed, which provide a set of theoretical and methodological provisions that ensure the phasing and validity of their use. Based on general scientific researched methodological aspects, the step-by-step characteristics of some scientific approaches to revealing of mutual influence of ecological and economic bases of development of agrarian sector opened and directions of ensuring ecological and economic security in cross-border areas on both sides of the border. The methodological approach to assessing the level of balance of economic development with the ecological state of natural resource potential, the use of natural resources of the agricultural sector from the standpoint of a systemic approach has improved. It is established that it is expedient to take into account the main elements and peculiarities of the functioning of two subsystems - natural and economic, as well as the formation of effective features of the ecologically balanced natural and economic system of the agrosphere, the definition of positive measures and the reduction (liquidation) of negative natural, environmental and economic factors influencing its functioning. Directions for improving the organizational and economic mechanism for managing the development of the agricultural sector of the economy in the context of cross-border cooperation, which ensures the adjustment of agricultural activities of the agricultural sector in border areas, allows building a clear strategy of interaction and balance in cross-border cooperation are scientifically substantiated. The main blocks of tools and levers (structural, organizational, informational, market-oriented, and levers of state regulation) identified, which provide effective regulation and provide for the formation of environmental and economic relations with countries of cross-border cooperation in the system of market economy in the agricultural sector, anticipate for the improvement of existing levers and the emergence of new ones to ensure environmentally safe management of economic development of the agricultural sector of the economy of nature management in border areas in the process of cross-border cooperation.
