Zhurba O. Social-economical basis of system formation on inter-budget relations in Ukraine

Regional state policy in process of national interests coordination on territorial masses level, basic realization method of which are the regional budgets. Substantiation of conceptual principles of regional inter-budget policy taking into account formed functioning specific character of transformational economy of Ukraine. Methods: description and generalization of facts, statistical methods of its systematization, down-level generalizations, high-level theoretical substantiations, normative and positive analysis. It was substantiated the conceptual basics of inter-budget relations system forming in Ukraine. It was systematized the fundamental authority activity limitations and possibilities of its influence on regional development. It was disclosed the essence, social sources, composing elements of inter-budget relations in structure of social finances, offered methodological approaches to analysis of regional economic policy. It was theoretically substantiated a gist, structure and adjustment methods of inter-budget relations in process of special purpose priorities realization of regional development and national aims. It was defined a specific character of inter-budget relations transformational model; substantiated the suggestions concerning reforming of inter-budget relations system in Ukraine.
