Gordon M. The Function of Goal of State Economic Policy: questions of theory

Object of research: process of forming of having a special purpose function of economic policy of the state in the conditions of economy in transition. Pur-pose of research: theoretical ground of essence of hav-ing a special purpose function of economic policy of the state and mechanism of its forming in the process of development of strategy of macroeconomic develop-ment. Methods of research: systems approach; analy-sis and synthesis; methods of logic analysis; methods of mathematical analysis. Results: determination of cate-gory "targeting" is grounded as the systems of co-operation of institutes of realization of aims of eco-nomic policy of the state; conception of construction of having a special purpose function of economic policy of the state is developed; socio-economic pre-conditions and role of state and unstate institution are certain in the process of targeting; the model of optimi-zation of having a special purpose function of eco-nomic policy of the state is developed; certain and grounded to the feature of forming of having a special purpose function of economic policy of the state in Ukraine; basic directions of improvement of govern-ment control of socio-economic development of Ukraine are grounded. Novelty: modern conception of forming of having a special purpose function of eco-nomic policy of the state is first offered and basic prin-ciples of its realization are certain; suggestions are first grounded on strengthening of social and innovative orientation of having a special purpose function of economic policy of the state and providing of co-ordination of actions of different levels of the state con-trol system; got further development conceptual ap-proach to determination of nature and intercommunica-tion of categories "having a special purpose function" and "targeting"; the necessity of optimum association of economic interests of subjects of economic policy is proved at forming and realization of having a special purpose function; got further development structure of indexes-indicators of having a special purpose function of economic policy; factor approach is improved to forming of having a special purpose function of the state.
