A comprehensive study of the impact of the institute of the Head of the State on social-political transformations in the Russian Federation in context of V.Putin's first presidency is accomplished in the thesis. The political status of the President in Russia is analyzed. The author defines the mechanisms and consequences of realizing by the President V.Putin his powers in the field of domestic policy. The impact of Putin's activities on the transformation of political regime in Russia as well as efficiency of his social-economic and cultural reform are estimated.
