. Object of research: a decision-making process is in the complex organizational hierarchical systems of critical application (COHS). The purpose of research: increase of operativeness and validity made administrative deci-sions in COHS of critical application as a result of auto-mation of processes of preparation of administrative deci-sions by a stratified semantic network. Methods of re-search and equipment: set theory, theory of models of mathematical logic, theory of the graphs, probability the-ory, decision-making theory, theory of the control systems, methods of analysis of operations. The theoretical and practical results: on the basis of the developed mathe-matical model the algorithm of making administrative de-cisions is offered. Method of construction of stratified se-mantic network. A method of semantic treatment of ex-pressions of entrances is in interactive applications of sup-port of decision-making. Novelty: the mathematical model of processes of functioning of COHS of critical application is improved at the decision of tasks of operative manage-ment in the systems of critical application. The method of construction of stratified semantic network is first devel-oped for support of making administrative decisions. The method of semantic treatment of expressions of entrances got subsequent development.
