Laktionov V. Relations of organs of local self-government with public authorities in adjusting of social defense of population

Object of research - set of the organizational, economic, social, organizational and legal relations, which form system of social protection the population at a local and regional level. The purpose of research - perfection of mutual relation of bodies of local self-management with bodies of state authority in regulation of social protection of the population on the basis of the theoretical and practical recommendations directed on perfection of mechanisms to realization of this mutual relation. Methods of research - system and analytical, comparative analysis, sociological, economic and statistical, expert estimations, of forecasting. The practical importance of the received results is, that they together they make a theoretical and methodological basis for the practical recommendations for perfection of mechanisms of realization of mutual relation of bodies of local self-management, and also maintenance of the appropriate social protective programs. The scientific novelty of the received results is,that for the first time major principles of social protection of the population on manufacture are determined, that has enabled to generate the methodological approach to mechanisms of social protection of the population, and also to formation of system of social management; the conceptual circuit of mechanisms of realization of mutual relation of bodies of local self-management with bodies of state authority in regulation of social protection of the population is offered. Concepts of "social protection of the population" in narrow and wide importance; system of parameters of an estimation of a social and economic condition of the population; the methodological approach to mechanisms of social protection of the population, and also formation of system of social management; conceptual model of mutual relation of bodies of local self-management and bodies of the executive authority concerning policy of social protection are advanced. The optimization approach to organization of social protective process on thebasis of association of diagnostic sociological monitoring on the part of bodies of local self-management with levers of state budget regulation; rules on formation of the budget, in which basis there should be social standards, developed and entered into budget practice, for each category of the population have received the further development.
