Kirichenko I. The development of mechanisms of state regulation of scientific and innovative activity (regional aspect)

A research object is processes of government control of scientific and technical and innovative activity (SТIA). A research purpose is development of theoretical positions and practical recommendations on development of mechanisms of government control of SТIA in modern terms. Research methods - analysis and synthesis, statistical analysis, comparison and generalization, economic and mathematical and graphic analysis, comparative economic analysis. The practical value of the got results consists in том, that concrete suggestions on development of mechanisms of government control of SТIA are used subdivisions of Donetsk regional state administration. The scientific novelty of the got results consists in that first the necessity of reformation of the system of government control of SТIA in the context of the offered conceptual principles of its development is grounded. Methods of determination of necessary volumes of financial means on scientific and technical activity; economic mechanism of government control of SТIA in a region due to strengthening of role of tax stimulation, favourable crediting, development of leasing enterprise and forming of efficient fund market improved. Concept of innovative policy as government control of innovative process, the constituents of which is scientific and technical activity, creation of innovations, producing new goods and their functioning at the market; determination of role of the state as an objective process in forming of stimuli which not always a market can give for development of SТIA; theoretical positions on determination of features of government control of SТIA in the context of oversea experience, determinations of key innovations based on principles and to the legislatively fastened economic support from the side of the state; determination of structural constituents of mechanism of government control of SТIA on the grounded theoretical principles; directions of forming of public scientific and technical and innovative policy; mechanism of realization ofselective scientific and technical and innovative policy on the basis of forming of the system of its resource providing, which must be built on multichannel basis, got further development.
