Pilunskiy I. Forming of the programs of local development: theoretical and applied principles

The object is the system of administration of program territorial development making sure by local self-governments. The objective is the scientifical justification of the directions, methods and forms of local self-governments activity concerning working out of local programs, aimed to increase the level of satisfaction of local communities necessitis in administrative and public services and the level of industrial and social infrastructure effectiveness. The methods are scientific identification, comparative analysis, system approach, structure-functional analysis, modeling, program-aimed, situatuative, logical. The newness is that the essence of the use of approach of the systems is exposed to forming of the local programs, the local programs as management object are described. The results are that the classification of the local programs is carried out with their systematization after character of aims and influencing of results of realization of these programs on development of territories; the model of the socio-economic evolutional system of administrative-territorial unit is probed, principles of analysis of local problems for their programmable decision on methodological principles of objectivity and dialektic consideration are defined; the features of organizationally economic management are found out and forms of construction of tree of aims for the decision of problem of aim of program territorial development are grounded.
