Kovtun I. The Activity of the Local Self-Government Bodies at the Regional Level in Ukraine: the Organizational and Legal Peculiarities and the Ways of Improvement

The object of researching are public relations, wich have place in the local self-government bodies' activity on the regional level in Ukraine. The subject is a scientific grounding of the ways of improving an activity of rayon and oblast radas on the base of analysis of the legal and the organizational peculiarities of the realization of powers of these badies. There are methods of researching: generally scientific and special; dialectical, logical and semantical, historical and comparative methods, structural and functional approach, and methods of modelling and generalization. The scientific news of received results: an essence of peculiarities of the realization of powers of the bodies of local self-government at the regional level has been specified; a classification of peculiarities of the realization of powers of the bodies of local self-government at the regional level are made and the legal and the organizational peculiarities are outlined; the theoretical essence of the notion "self-governingin a region" is improved; the outlining of the necessary and additional powers of rayon and oblast radas is proposed; the approach to the organisation of interaction between rayon and oblast radas and the local state administrations and village, settlement, city radas has been researched; an approach of the system of rada's functions are showed. The practical role is a possibility of using in the management activity of the local self-government bodies on the regional level, wich must stimulate an effective of the system of the local self-government in Ukraine.
