Essay

The object of the research is the process of granting independent operators an access to the railway network. The purpose of the research is to develop theoretical approaches and methodical recommendations as to determining independent operators' traffic charges for an access to the railway network in accordance with the modern requirements of transport service market with the due account of the railway and its customers' profit. The methods of the research include economic analysis, statistic, analysis and synthesis, systematic analysis, the elements of functional cost analysis, economic mathematical. The practical importance of the results gained lies in developing specific scientific practical recommendations to determining traffic operators charges for an access to the railway network. Implementation level - some of the statements proposed in the dissertation are used to determine the infrastructure component level of the basic tariffs for railway freight traffic. A number of dissertation postulates have found application in the curriculum of the Ukrainian state academy of railway transport. The scientific novelty of the results gained - the method of determining costs for granting train schedule run taking into consideration the aggregate impact on the costs of such operational factors as the category of the train, its gross weight and speed, rolling stock axle load, the type of the permanent way and track profile, the technological facilities of railway line, the extend of using through-put capacity of rail sections has been developed; the following statements have been further substantiated: the scientific conception of the construction and development of infrastructure subsystems in any single life support system, the theoretical approaches to the distribution of railway elements into the basic and infrastructural ones in terms of the character of their participation in the traffic process and basing on the nature, features and development of infrastructure; the methodical approaches to determining traffic operators charges for an access to the railway network taking into account the evaluation of the charge upper limit proceeding from the requirements of the Ukrainian legislature as well as the contract charge rate under the competition conditions on the transport market; the classification of the railway elements on the ground of their participation in granting train schedule runs to traffic operators which implies that granting such service involves both basic and infrastructural elements that ensure train forwarding in stations and divisions, has been improved.
