Object of research: theoretical-methodological and applied aspects of development of human capital as a factor of intellectual ization of society. Novelty: in a theory the approaches to perfection of mechanisms of state regulation of investments into the human capital are comprehend. It is inculcated by Department of education and science of Zaporozhian regional state administration at elaboration of program of regional development. Areas of use: state administration, regional management, training and retraining of civil servants.
