Klymenko N. Peculiarities of public administration in state of emergency situations: theoretical and historical aspects

The object is public administration in state of emergency situations. The objective is scientific ground of theoretical aspects of the features of public administration in state of emergency situations, exposure of conformities to the law of its development in the historical retrospective view and determination of actual directions of efficiency increase of public administration in state of emergency situations in Ukraine. The methods are searching-bibliographic, inductive and deductive, comparative, statistical analysis of factors and phenomena, synthesis, historical and chronologic, problem-scientific, prognostic. The newness is that the scientifically grounded determination of definition "reliability of functioning of the system of public administration in state of emergency situations" is offered. The results are that conceptual basis (algorithm) of methodical approach to the estimation of reliability of functioning of the system of public administration in state of emergency situations is developed; the basic features of public administration in state of emergency situations are selected; a division into the periods of development of public administration in state of emergency situations by determination of its basic stages is improved.
