The thesis is devoted to general-theoretical investigation of the nature of local authority acting through comparatively isolated institutions: local executive authority (local state administrations) and local self-government. The concept of authority organization in Ukraine which at the present stage it is esteemed as: central (state) authority which is carried out on the principle of its division into three independent branches - the legislative, the executive and the judicial one; the local authority in the system of which there is a subdivision into the state (the executive) authority and the self-governing one has been presented. The peculiarities of interrelation between the local state bodies and the bodies of local self-government, the problems of delegation of powers to the bodies of local self-government in Ukraine have been investigated and covered. The conceptual positions, recommendations and offers as for the improvement of legislation in the area of local authority in Ukraine on purposeto raise the efficiency of its organization and functioning have been formulated.
