Shumar N. Government control of the financial providing of educational development in Ukraine

The object of investigation is the process of state regulation of the financial provision for the development of education in Ukraine. The purpose of the thesis is theoretical substantiation and elaboration of suggestions about improvement of the mechanisms of state regulation of the financial support for the development of education in Ukraine. The methods of investigation are abstract-logical, statistics-economic, calculating-constructive, analytical, the method of an analysis and a synthesis, sociological methods, the method of formal logics. The scientific novelty of the obtained results is that this thesis is an independent, new investigation in the national economy of the ways of improvement of the financial prediction and financing expenses for education. The theory-methodical approaches to the financial forecast of education nave been suggested for the first time: the substitution of the existing expenditure mechanism of allotting the means from the state budget for the mechanism for special purpose; the approach to the requirements of each educational establishment has been differentiated; the transition from the centralized structure of distributing the budget means to the decentralized one; the transition to a multi-level; financing. The following issues have been improved: the conditions of financing university education with the help of a complex of measures at the macroeconomic and mesoeconomic levels; the system of estimation of the quality of the university education operation with the help of using the complex of indices at the macroeconomic and mesoeconomic levels; the mechanism of planning financing the expenses for education by means of using the methods of two-level forecasting and planning financial expenses.The following principles and approaches have been further development: the theoretical principles of the effective distribution of the financial resources to education by accounting the regulations of law deeds; the ways of application of the international experience of financingeducation, in particular, in working out and implements to cutting down of the state financial support, creating a solidary system of assistance, introducing the system of tax privileges for educational services, low-interest state loans; approaches to defining the factors which should be taken into account while further forecasting financing education in Ukraine.
