Vorobey R. Formation and becoming the system of local bodies of the state authority and management in Ukraine in the second half of the ХІХ - beginning of the XX century (on example of Chernigov province)

The object is the process of becoming of the state-administrative apparatus on the territory of Chernigov province in the after reformation period (second half of the ХІХ - beginning of the XX century) taking into account its complication, multidimensional, contradictions, and intercommunications. The objective is carrying out of complex analysis of process of formation and becoming the system of local bodies of the state authority and management as component part of national apparatus of the state authority in the second half of the ХІХ - beginning of the XX century taking into account interdependence of components of this system, structure of its elements and distributing of functions between them, and also its intercommunications inside the system. The methods are systematic, historical, comparative, formal-logical, formal-juridical, multifactor, analysis and synthesis. The newness is that in the result of carrying out of the complex research of the process of formation and becoming the system of bodies of the state authority and management of province level authorities on the materials of the Chernigov province in the period of the second half of the ХІХ - beginning of the XX century its structure and status of constituents are determined. The results are that the basic lines of the system of administrative connections between provincial authorities and management are formulated; the principles of the procedure of acceptance of administrative decisions at provincial level are specified; procedure of organization of implementation of administrative decisions is determined.
