Dissertational work is dedicated to working out of theoretical and methodical bases of forming the programs of development of material and technical base of sea trade port taking into account the prognoses of volumes of cargo traffics and cross-coupling of ports-competitors. In basis are game theory and competition. Development and introduction of similar positions of choice the directions of development substantially will promote economic efficiency of functioning both separate port and transporting system on the whole. It will be attained due to the timeliness of made decisions and their adequacy of the real and forecast situation.
