Yepishenkova A. The development of mechanism of state management of an industrial infrastructure of the enterprises of coal branches

The object of investigation is government policy in the area of managing the regional development of the manufacturing infrastructure of the coal industry. The purpose of investigation is the improvement of the mechanism of state managing the production infrastructure of coal industry enterprises on the basis of differentiation of the influence of the state management system on coal-mining enterprises and the objects of the production infrastructure. The methods of investigation are the historical and logical analysis, structural-logical analysis, statistical, technical-economic analysis, functional analysis, systematic approach. The practical value of the obtained results is that the introduction of the mechanism of state managing the transition of the subdivisions of production infrastructure to the new conditions of functioning with the certain organizational structures and functional links of new origin will allow to raise the effectiveness of the operation of the production infrastructure units and coal enterprises. The scientific novelty of the obtained results is that it is for the first time suggested to fix the boundaries between the influence of the system of state management of coal industry and the development of the objects of power infrastructure. The following has been improved: the logical scheme of methodical approaches to investigating the essence of infrastructure from the positions of functional and branch directions of investigation; the determination of the place of the main kinds of infrastructural activity in the national economy system; the mechanism of state managing the infrastructural subdivisions in the conditions of structural reorganization of coal industry. The following issues have been further development: the approaches to the mechanism of elaboration and carrying out the state programs of energy savings in the framework of the development of production infrastructure at the coal industry enterprises; the organizational mechanism of the transition of subdivisions of production infrastructure to market relations with the definition of the organizational structure of management and the system of functional connections.
