Nesterenko O. The right of access to information in Ukraine (constitutional legal aspect).

The dissertation is devoted to study of constitutional legal regulation problems and of the degree in which government and municipal bodies in Ukraine secure the right of access to information in Ukraine. The work discusses legal nature, genesis, place of the right of access to information in the system of constitutional rights and freedoms, the approaches to understand the grounds of limitation of the right of access to information and to freedom of mass information as existing in literature. The problems and ways to improve legal regulation of the right of access to information are analyzed. The results of Ukrainian first study of how authorities secure the right of access to information via request for information. The role of specialized institutions and human rights organizations in the mechanism of securing the right of access to information is studied.
