Gudyma N. The principles of openness and Transparency of the Public Administration Organ Activity

The object is the social relationship arising within the process of development of the principles of openness and transparency in tne public administration organs activity. The objective is the scientific-theoretical justification of peculiarities of functioning and developement of the principles of openness and transparency of the public administration organ activity , their influence on realization of state policy by these organs in relationships with society. The methods are historical-retrospective, evolutional, comparative, functional analysis, system analysis, critical analysis, synthesis, justification. The newness is that historic-thoretical justification of institutional and juridical basis of forming and development of the principles of openness and transparency of the public administration organ activity in Ukraine is made. The results are that the interdependence of the transparency and openness principles as the important constituents of public administration has been theoretically justified, at the same time the objective characteristics of their improvement have been scientifically highlighted. The main criteria of the transparency and openness principles in public administration have been analyzed, their meaning has been proved. The social basis of the transparency and openness principles of public administration organs activity has been investigated. Administrative-organiization basis of regulation of the principles of openness and transparency in the public administration organ activity has been defined.
