Essay

The object is normative providing for the evaluation of educational services processes quality in higher educational institutions; the aims to perfect the normative base, that will enable to estimate and ration the quality indexes of educational services in higher educational institutions; the methods as the research methods are qualimetry, standardizations, fuzzy sets theories and statistical methods of quality providing; the new quality indexes classification of educational services processes is improved due to introduction of educational quality indexes hierarchy. A method is first of educational services quality evaluation by qualimetrical estimations and mathematical fuzzy sets apparatus is developed. The standards projects "Educational services of higher educational institutions. Quality evaluation method", "Educational services of higher educational institutions. Setting of quality indexes norms" are developed; inculcated - in the Sevastopol national university nuclear energy and industry, Kharkov national university of radio electronics, Poltava university of consumer co-operation of Ukraine and Kievan institute of investment management; the use branch is the evaluation and setting of norms of educational services quality indexes.
