Object – process of formation of economic bases of maintenance of effective development a complex in conditions of the market; the purpose - development of scientific bases and mechanisms of rational development of a fish facilities{economy}, a substantiation of directions of increase of economic efficiency of reproduction of fish resources and fishes; methods - is abstract{abstractly}-logic, monographic, economic-statistical, the comparative analysis, graphic; novelty – methodological bases rational in internal reservoirs for the first time are developed, the maintenance{contents} of the basic factors - resource, social and economic, organizational and legal, directed on maintenance of steady development рыбохозяйственного a complex is systematized and opened; Results – are proved the basic directions of realization of a state policy in sphere of rational use, protection and reproduction of water alive resources, is advanced the organizational-economic mechanism of regulation, ways of increase of rational use of biological resources of internal reservoirs for conducting fish culture and fishery; it is introduced in an economic practice.
