The thesis is dedicated to the methods of standardization efficiency raising in the metrology area. The concept of improvement the normative state metrological system base is designed. This concept is based on subsystem building principles and determinations of whole technical regula-tion for the system and partial goals of standardization for its subsystems. Installed methodology of making a norma-tive base on the grounds of the system approach. Given the scientifc argumentation of normative base as a system which models can be built basing on matrices of relation-ships between its specific elements and using the graph theory. Used process approach to the determination of elements of this system models and its subsystems
