Pylypenko A. Legal and organizational grounds for formation and functioning of personnel of the customs authorities of Ukraine

The dissertation is devoted to complex research of processes related to formation and functioning of personnel of the customs authorities of Ukraine, and the level of the relevant legal basis and organizational procedures, as well as to definition of the ways of improvement. The said processes are characterized as the main tools for implementation of the state personnel policy, and of the personnel policy of the State Tax Service of Ukraine. The author reviews, systematizes and specifies the vocabulary which includes the key definitions related to work with personnel of the customs authorities of Ukraine. The paper contains conclusions and recommendations aimed at enhancement of the normative and legal regulation of the processes related to personnel recruitment, assessment, arrangement and adjustment, as well as to improvement of the discipline and personnel proficiency. The dissertation defines legal and organizational grounds for stage-by-stage deployment of a psychological assistance system throughout the customs authorities' hierarchy, in order to improve the performance efficiency of the customs authorities. The practical value of the research is also conditioned by development of suggestions which were included into the Law of Ukraine on Disciplinary Statute of the Customs Service of Ukraine.
