Iskorostenskyi A. Legal settlement of currency relations in Ukraine

Thesis is devoted to the complex research of theoretical, methodological and legal problems of the legal settlement of currency relations in Ukraine. The essence of currency public legal relationships, their objects and subjects is found out. In a theory the existence of currency public law is demonstrated as a branch of financial law and also the article of its legal settlement is definited. Notion "national currency system" and its integral parts is specified. In detail the institution of currency public law is explored: the currency policy of the state and also the regime of realization by the competent organs the currency activity which is realized through the application of the currency regulation, currency limitations, public currency control and responsibility for violation of currency legislation. The interpretation of such words as "currency values", "currency public legal relationships", "currency public law", "state gold-value fund of Ukraine", "currency policy", "public currency control", "financial-economic responsibility for the violation of currency legislation" is given. The necessity of creation of government financial control - observant service of Ukraine as a main organ of financial control is based. The special attention is paid to the improvement of active currency law, in particular to bringing of amendments and supplements to the Decree of Cabinet of Ministers of Ukraine "About the system of the currency settlement and currency control". It is indicated on the necessity of the treating of project of Law in Ukraine "About the currency system of Ukraine" which will loosen the currency regime and liberalize the currency relations in Ukraine.
