Vynogradova N. Interstipulation of the principles and rules of public administration: theoretical and methodical aspect

The object of the investigation is public administration processes as a form of demonstration of the laws, regularities and principles of public administration. The goal of the investigation is the theoretical and methodological grounds of interdependence of the public administration principles and regularities, peculiarities determination, which are distinctive features of the process of their mutual stipulation at the contemporary stage of public administration system development in Ukraine. The methods of the investigation are a complex of general scientific methods (analysis, synthesis, induction, deduction, analogy) and special methods (historical and comparative, logical and semantical, classification), and also systematic approach, structural and functional analysis, methods of formalization and modeling. The scientific novelty is that for the first time the dominant role of public administration principles derivative character of administrative regularities as a peculiarity that are distinctive features for the interdependence of public administration principles and regularities at the contemporary stage of public administration system development in Ukraine is determined; the model of the interdependence of public administration principles and regularities is offered; main contradictions in public administration formalized principles by ascertainment of factors, which influence the process of their observance by the subject of administration are analyzed; the most efficient arrangements to improve the situation for public administration principles implementation are defined.
