The object is transport flows in Dniepropetrovs'k. The aim is to increase the efficiency of urban transportation systems. The methods are the system analysis, the mathematical programming and the mathematical statistics. The new approach lies in definition of AGCS quantity and location influence on transport system efficiency taking into consideration the environmental pollutions and fuel consumption. The results - the transportation systems grounds have been developed. The results have been applied to automobile transport and industrial enterprises. The field is the transportation system theory
