Essay

Dissertation is devoted creation of scientific and methodical principles of construction of the system of certification of personnel and providing of objectivity of confirmation of competence of personnel. Scientific principles of construction of model of the system of certification of personnel, integrated with control system by quality are offered. The model of examination is built and a new sequence is founded estimations of competence of personnel, the use of which is promoted by objectivity of decision about confirmation of competence of personnel. The multivariable model of total estimation of competence of group of competitors, that applicable for the effective monitoring of processes of body of certification of personnel, is offered (BCP). The system of criteria of motion of process of certification of personnel is developed in the guided terms. Investigational influence of competence of public accountants is from the certification of control system on quality and competitiveness of products. Methodical recommendations of construction, introduction and maintenance of integrity of the system of certification of personnel of BCP are offered.
