Essay

Systematic analysis of the basic parameters of policy networks (structure, actors, power, functions, strategies, rules of functioning) is done. Basic parameters are characterized with a help of network indicators (density, distance, centrality, equivalence, Bonachich power index etc.). It is argued that for today network scientific instruments have status of approach that combines theory of policy networks and quantative network analysis. The network typology and topology are done. It is discovered that network connections are not only horizontal, but also include vertical connections. It is argued that network analysis can be spread over new political structures and phenomena - political parties, revolutions, protest movements, parliamentary coalitions, and civil society, because their activities are based on the network logic.
