Lagno V. National and regional priorities of developing small enterprises

A research object is a public policy in the field of small enterprise. A research purpose is a scientific ground of theoretical principles and practical recommendations of forming of modern public policy of creation of favourable terms of development of small enterprises (SE), determinations of national and regional priorities of this development and mechanisms of their practical realization. Research methods are abstracting and generalization, historical and logical, analytical methods, groupments, comparisons, complex and approaches of the systems, экономико-statistical, to induction and deduction, to programmatic-having a special purpose. The practical value of the got results is determined their orientation on the increase of efficiency of the state control system of development of SE. The scientific novelty of the got results consists in that is first proved, that to one of tasks of priorities of public policy in the field of small enterprise there is forming of enterprise potential of nation on principles of becoming of new political and moral mentality of State power and small enterprise. Theoretical principles of forming of modern public policy of creation of favourable terms of development of SE by determination of factors, influencing on their maintenance and role, grounds of principles of public policy of forming of enterprise potential of nation; mechanisms of realization of priorities in part of development of SE by the construction of strategy of development of SE of region; теоретико-methodical principles of construction and functioning of organizational structure of management development of SE in public and local self-government authorities are improved. Ground of the system of directions of priorities of development of SE on the basis of reorientation them on mastering of progressive science intensive, energy-efficient and nanotechnology; suggestion on forming of state strategies of city development, related to growth of attention to economic potential of city, with the purpose of formation of city-businessman; suggestion on making alterations in the row of normatively-legal acts in the spheres of state registration, regulator policy of state control, licensing and technical adjusting, and also in the licencing system, got further development.
