Object of research: process of interaction between the authorities and non-government non-profit organisations in functions of a modern social state. The purpose: substantiation of theoretical basis and working on the improvement of interaction between the authorities and non-government non-profit organisations. Methods: the system, analysis, synthesis, simulation, generalization, sociological poll. Results: theoretical substantiation out of form and methods of interaction between authorities and non-government non-profit organisations. Novelty: substantiation of organizational and institutional mechanism of providing social partnership at the local level. It is introduced in the work of Kharkiv Regional State Administration and Sumy City Council. Areas of application: government, local government, training and retraining of civil servants and local government officials.
