Object of research are development and ground of the state purpose-oriented programs processes on the decline of social tension in a country and its regions. The purpose of work is generalization and development of theoretical approaches and methodical recommendations on estimation and diagnostics of social tension at the state purpose-oriented programs. Research methods are analysis, logical generalization, cluster analysis, correlation and regressive analysis, cognitive modelling . Theoretical and practical results. Method of a social tension estimationin in a country and its regions, which is based on the theory of conflict life cycle; methodical going on the choice of regions countries which are subject the primary plugging in the state purpose-oriented programs on the decline of social tension in a country; methodical going on diagnostics and choice of priority directions of decline social tension in a country and its regions are got further development; concept of social tension in a country andits regions as the special socially psychological state of population; a concept “diagnostics of social tension” in a country and its regions, which is a process of both recognition of force and directions of factors action on social tension and determination of such influence possible consequences; methodical going on the construction of cognitive model of social tension decline priority directions diagnostics and determination in the regions of country are improved. The scientific results found practical application in Kharkov Regional State Administration (certificate No 64/4 from 15.10.2007) and Research Center of Industrial Problems of Development of the National Academy of Sciences, of Ukraine (certificate No 193/4 from 18.09.2007 )
