Essay

The thesis is devoted to the problem of the establishment and the development of the semi-presidential form of government in the countries of the European continent. This work is the first comprehensive research of the semi-presidential form of government in the field of domestic political science, in which the political and jural problems of the practice of establishing this system in present-day Ukraine have been investigated. The main concept of the work lies in the assertion that the phenomenon of the semi-presidential form of government appears to be a complex and simultaneously promising system in the countries which are on the path to the democratic development and need to pursue the policy of national integration. The candidate for a PhD degree provides a further analysis of the evolution of the semi-presidential form of government phenomenon on the European continent and the extension of its geographical boundaries within the process of institutionalization of personified forms of governing inaccordance with democratic standards of some particular countries in XX - XXI centuries. Peculiar features of the semi-presidential form of government functioning in the times of Ukraine's early independence have been investigated, the stages of the national presidency institution development have been defined and the factors promoting or reducing its efficiency growth in current conditions have been analyzed.
