Novikova I. Formation and Realization of State Policy of Regional Development

A research object is processes of regional development. A research purpose is perfection of the system of forming and realization of public policy of management development of regions in Ukraine in the context of conception socially adequate management with consideration of possibility of determination of general theoretical principles for alteration of level model. Research methods are an analysis of the systems, content-analysis, synthesis, design. The practical value of the got results consists in that basic ideas and conclusions are extended by the scientific pictures of mechanisms of state administration regional development. The scientific novelty of the got results consists in that first ground of public policy of management regional development in a country as socially adequate, that such, that system combines the economy growing with social, financial and cultural property, is offered; table of contents of mental component processes which are represented in high-quality descriptions and dynamics of management public authorities at regional level, with their account theoretical and methodological principles of forming of public policy of regional development, logic of their application, are developed, the stages of forming of operating models are selected and proper them theoretical models with the different degrees of priority in development of present relations of partners, which can be used in practice of state administration, is defined. Understanding of process of forming and realization of public regional policy as to component part of general process of state administration; picture of maintenance of perfection of process forming of mechanisms of state administration processes which take place at regional level, improved. Seeing of methodical basis of development of format of rationalization and terms of the use of European experience of adjusting of regional development; picture of stage of forming of model of regional policy on the basis of analysis of the real processes of its functioning; basic directions activity in decision of problems of regional development of state administration both central, regional organs and organs of local self-government got further development.
